Fanging in 3D models is usually not a problem. A dedicated operation called them is used to perform them Chamfer.
However, if we consider two cropped pipes, in which the phase should be made for the weld, This may be a challenge.
Classic with an angle 45 the degrees will work on average in this case.

So what a solution to use?
1. Developing area.
Developable surface at an angle of 45 ° Coincided with the vector, which is the axis of the pipe works well, but only for angles similar to simple.

Of course, the resulting surface should be cut out with a command Surface cutting.

In my example, the cut works more or less angle of 60 °.

Larger angles result in a surface error, and thus – This solution cannot be effectively used.

2. Smiled wall falsification.
In the operation, choose the appropriate option and select the outer edge.

This solution works correctly even in the case of angles less than 45 °.

3. Rounding as a flash.
This solution is the least obvious, but under certain conditions also passes the exam.
I add in the first step Rounding the wall with option Borderline, which is the inner edge of the pipe.

Then I change in the operation of the operation Rounded on Chamfer!
note, that the whole wall is falsified, because this is the specificity of this operation. Unfortunately, when reducing the angle, this results in “blur” the bottom wall of the pipe.

This is what it looks like in the case of an angle of 75 °.
